Fix any small or medium cracks in your concrete window sill with caulk. Rub off flaking paint or loose concrete along the crack with the wire brush and make sure to clean out any moss that may be growing inside. Be careful to rub down the edges where any larger flakes of paint came away so that you have a nice smooth gradient for the new paint. Remove any dust with a soft brush.
